John Whitley
Appointed by the Honorable Susan Collins, Vice Chair of the Senate Appropriations Committee
The Honorable John E. Whitley served as Acting Secretary of the Army January to May 2021 and Assistant Secretary of the Army (Financial Management and Comptroller) September 2018 to May 2021. From August 2019 to May 2020, Whitley was the Acting Director of Cost Assessment and Program Evaluation (CAPE) for the Department of Defense. Prior to this role, Whitley was a Senior Fellow at the Institute for Defense Analyses.
Earlier in his career, Whitley served as a healthcare analyst for the Military Compensation and Retirement Modernization Commission, an adjunct professor at the Trachtenberg School of Public Policy and Public Administration at George Washington University, Director of Program Analysis and Evaluation at the Department of Homeland Security, and an Operations Research Analyst within the Office of the Secretary of Defense. Dr. Whitley was also an Assistant Professor of Economics at the University of Adelaide in Australia and served in the Army’s Second Ranger Battalion.
Whitley earned a Bachelor of Science Degree at Virginia Polytechnic Institute and State University and a Ph.D. in Economics at the University of Chicago.
